Vladimir Ivanovich Shcherbakov is a Soviet statesman, a Russian entrepreneur (the main owner of the Avtotor car assembly company). Shcherbakov was born on December 5, 1949 in the village of Novaya Sysoevka, Yakovlevsky district of Primorsky Krai, was educated at the Tolyatti Polytechnic Institute. Shcherbakov began his career in 1969 as an engineer of the Construction Department of Glavmosstroy at the construction of the Volga Automobile Plant in Toliatti. Since 1985, Shcherbakov began his political career as head of the Department of Mechanical Engineering and Metalworking of the USSR State Committee for Labor and Social Affairs. On August 28, 1991, the Supreme Soviet of the USSR approved the decree of the President of the USSR on the resignation of Prime Minister Valentin Pavlov, which, according to part 2 of Article 13 of the USSR Law "On the Cabinet of Ministers of the USSR" entailed the resignation of the Union government. According to part 3 of Article 13 of this law, members of the government (including Shcherbakov) continued to work in the rank of acting until November 26, 1991, when they were all dismissed by a special decree of the President of the USSR. Since 1991, Shcherbakov has been the president of the International Fund for the Promotion of Privatization and Foreign Investment "Interprivatization". In 1994, Shcherbakov became Chairman of the Board of Directors of Avtotor.
