The government submitted the draft of the 2011 state budget to Parliament on Friday, thus meeting the earlier announced deadline. However, a more detailed analysis shows that this is just the preliminary draft so far; it does not account for the changes caused by the public administration reform announced on Thursday and inked by the president\'s decree on Friday. The submitted draft also does not incorporate certain last-minute amendments to the Tax Code made just before its final adoption. Nevertheless, the submitted document still characterises the government\'s general view on the country\'s fiscal stance in 2011.
