The government securities market in the Republic of Moldova was organized in 1995. Since then, the Ministry of Finance, as an issuer of government securities, in cooperation with the National Bank of Moldova (NBM), as a government fiscal agent, has taken a number of measures aimed at developing the financial market of Moldova.
Subject to the provisions of Law No. 419-XVI dated December 22, 2006 On Public Sector Debts, Central Government Guarantees and Central Government Credits, the Ministry of Finance of Moldova is responsible for the central government debt management and central government guarantees. For this purpose, the Ministry of Finance regularly publishes a medium-term debt management program, the latest of which is the "Medium-Term Debt Management Program for 2020–2022." The government bonds of the Republic of Moldova consist of the following types of securities: • Bonuri de trezorerie i.e. treasury bills of the Republic of Moldova, issued at a discount to nominal value. They are issued for 91, 182 and 364 days; • Obligațiuni de stat cu dobândă fixă i.e. intermediate government bonds with a maturity of 2, 3 and 5 years, issued with a fixed coupon; • Obligațiuni de stat cu dobândă flotantă i.e. intermediate government coupon bonds, the coupon rate on which depends on the average rate for treasury bills with a maturity of 182 days. The government bonds of the Republic of Moldova are placed in the primary market through auctions held by the National Bank of Moldova. Purchase bids are accepted by the National Bank of Moldova from the primary dealers authorized to take part in auctions. |
