Saint Vincent and the Grenadines is an island state in the Caribbean Sea and part of the Lesser Antilles. The country is located north of Grenada and south of Saint Lucia. Its total area is approximately 389 square kilometers. The capital is Kingstown. The population of Saint Vincent and the Grenadines is about 110 thousand people. The official language is English. The national currency is the Eastern Caribbean dollar (XCD). The form of government is a parliamentary democracy within a constitutional monarchy. The main sectors of the economy are agriculture, tourism, trade, and financial services.
Trading in securities is carried out on the Eastern Caribbean Securities Exchange (ECSE), which serves as a regional trading venue for the member states of the Eastern Caribbean Currency Union (ECCU). The legislation of Saint Vincent and the Grenadines provides for the issuance of government debt securities, including bonds and short-term treasury instruments. Government securities are issued by the Ministry of Finance of Saint Vincent and the Grenadines with the participation of the Eastern Caribbean Central Bank (ECCB), which acts as the issuing authority and fiscal agent. The public sector also includes debt obligations of government agencies and quasi-government entities, as well as instruments issued within the framework of the regional ECCU market. The Eastern Caribbean Central Bank (ECCB) is responsible for monetary policy, banking supervision, and maintaining the stability of the financial system. The market for non-government debt securities is underdeveloped. Corporate bonds are effectively absent from public circulation, and any potential issuances are limited and episodic in nature. The financial infrastructure is primarily oriented toward servicing sovereign and quasi-sovereign debt. |
