On Tuesday, US Treasury yields declined as the Federal Reserve began its two-day meeting. Today, the Fed will announce the interest rate decision. Although the market doesn't anticipate any changes to the rate, comments on the future monetary policy will be highly important. Yesterday, the central bank said it would keep its lending program to businesses, governments, and individuals until the end of 2020 (the previous data was set to September 30). 
At the same time, yesterday US consumer confidence index dropped to 92.6 (the previous reading was 98.3). 

UST 5Y YTM touched the record low.
